Members of the United States Army who have been assigned to Vice City are found in or around Fort Baxter Air Base and are technically a "gang", in that they will attack the player if he attacks a fellow member or ventures onto their territory. They are the superiors to the Vice City Police Department and are occasionally called in to subdue serious criminals.
